Absolutely fantastic stuff, and historically speaking I'm pretty sure what you're describing is the modern permutation of Fascism - the unholy union of governmental and business interests.
And there's a direct line from what's happening now back to the Nazis, because as far as unethical medical experimentation goes, it's largely the same playbook:
